Four men were arrested aboard an international flight shortly after arriving at Luton Airport.
The airport police arrested the men and handed them over to the Met Police Counter Terrorism Command counter-terrorism officers.
The men, all Sri Lankan citizens, arrived in Luton on Wednesday evening.
They are currently being held at a Bedfordshire police station.
They were not charged, so they remain unknown.
Scotland Yard confirmed that the investigation is ongoing.
